argued for granting russia pntr, which has until now been prevented by what is known as the jackson-vanik amendment, focus on the supposedly bilateral trade benefits. the issue that concerns me and many members is not trade but human rights. advocates of repeal say that the jackson-vanik amendment is outdated and is purely symbolic and therefore should be disregarded. but in the ira of human rights, madam speaker, symbols can have a very great importance. over the years jackson-vanik has become a sign of the continuing u.s. commitment to human rights in russia and elsewhere. repealing the amendment could very well be interpreted as an indication that our commitment is now weakening. this would be a terrible signal to send at a time when putin is in the process of imposing ever tighter restrictions on all opposition to his regime, especially democratic activists and any others who dare to defy the authorities. i also oppose granting russia aren't -- pntr at this time because it is but one more concession by the united states in pursuit of the president's failed reset of relations wit

jesse jackson jr. reelected. our next call comes from nashville, tennessee. this is the jacob. caller: thank you for receiving my call. i voted for jill stein. i feel both parties are very short sighted as far as the future of the planet. it is proven by the flooding and so forth. if we do not get into sustainable thinking, then all of this is basically a moot question. also, at each individual has their own responsibility to change their lifestyle so that they do not get sick. it is a two edged sword. corporations will always trump the environment for short-term gains. for example, the promotion of soft drinks. all of these things are killing us, and it is an economic factor. therefore, i am relieved that obama got in, the lesser of two evils thing, but i definitely feel like we are sure-sided. host: have you looked on line to total votell stein's take was? caller: i have not looked. i am sure it is less than 1%. the thing about third parties it is they can have an influence, and if each of us raises consciousness, that could change things. host: as we mentioned earlier, there is a c

trade relations, replacing the 1974 special bilateral agreement with russia, known as the jackson-vanik amendment. the united states is not required to change any u.s. law as a result of russia's w.t.o. membership other than this change to the 1974 trade law. this is in contrast to bilateral free trade agreements where the united states is required to provide duty-free treatment. if that were all there was to h.r. 6156, it would pass or fail along familiar lines of trade-related legislation. but mr. speaker, h.r. 6156 will become known as a landmark piece of trade legislation, not because it grants pmtr for russia and muldova, but it includes title 4, the sergei magnitsky rule of law accountability act of 2012. let me share with my colleagues the life and death of sergei magnitsky and whose honor this section of the bill is named. after exposing the largest tax fraud in russian history, tax lawyer sergei magnitsky was wrongly arrested and tortured in a russian prison. six months later he became ill. he was denied medical attention. on november 16, 2009, three years ago tomorrow, h
